										<content:encoded><![CDATA[<h3 dir="auto">Pilot Native and Semi-Natural Woodland Operative Training Course:</h3>
<div dir="auto"><span style="font-size: 16px;">Woodlands of Ireland received funding for a </span><span style="font-size: 16px;">pilot operative skills training course on Native and Semi-Natural Woodland in 2025. Funding for the course is provided under the Open Call for Proposals for Forestry Skills Training 2025-2026 by the Forest Service of the Department of Agriculture, Food and the Marine. </span><span style="font-size: 16px;">The pilot course runs on a part-time basis from October 2025 to August 2026. The training, which is a mixture of ‘in forest’ and classroom tutorials plus work experience, mainly at Enniscoe House woodland and at Laughtavary woodland, covers a </span><span style="font-size: 16px;">broad range of woodland topics for trainees to learn more about working in the area of native woodland conservation and management. </span><span style="font-size: 16px;"><a href="https://www.woodlandsofireland.com/membership/" target="_blank" rel="noopener">Supporter members</a> of Woodlands of Ireland have an opportunity to attend certain modules of the course in order to further develop their practical native woodland management skills. Please see a synopsis below on the </span><span style="font-size: 16px;">March module on the topics of Tree Planting Techniques, Tools, Plant Handling and Storage, which was held on Tuesday, March 10th,  and Wednesday, March 11th during National Tree Week 2026 (March 8th &#8211; 15th) at Enniscoe House, Co. Mayo. Last month&#8217;s module was an Introduction to Coppice Silviculture. </span></div>

<h3 dir="auto">Tree Planting Techniques, Tools, Plant Handling and Storage Module:</h3>
<div dir="auto">Trainees on the course and Woodlands of Ireland supporter members learned about t<span style="font-size: 16px;">ree planting situations and putting the right trees in the right place, with the weather being quite challenging. The days included practical demonstrations and workshops on h</span><span style="font-size: 16px;">edge planting on a bank (which was dug at a previous module on tree protection and boundary maintenance), </span><span style="font-size: 16px;">Parkland tree restock &#8211; stock protection options were assessed and</span><span style="font-size: 16px;"> restocking after tree felling.</span></div>

Woodlands of Ireland welcomes these improvements with c<span style="font-size: 16px;">ompliments to the Forest Service of the Department of Agriculture, Food and the Marine for the progressive nature of the forest programme midterm review. Scenario 6 may be quite significant in</span><span style="font-size: 16px;"> the nature restoration targets for wet woodland.</span></p>

<p><strong>Some of the highlights below that relate to native woodland:<a href="https://www.gov.ie/en/department-of-agriculture-food-and-the-marine/publications/forest-policy-and-strategy/#mid-term-review-of-the-forestry-programme-2023-2027" target="_blank" rel="noopener"><img loading="lazy" decoding="async" class="alignright wp-image-2210 size-full" style="font-weight: inherit;" src="https://www.woodlandsofireland.com/wp-content/uploads/Mid-Term_Review_of_the_Forestry_Programme_2023-2027_Page_01k.png" alt="" width="560" height="800" /></a></strong></p>
<ul>
<li>Afforestation Scheme Fencing allowances (the linear metres per hectare of forest that receives payment) will be increased by ~ 20%.</li>
<li>Afforestation Scheme Fencing grant rates per linear metre will be increased by ~ 10%.</li>
<li>The Department will clarify that projects involving initial afforestation (FT1 or FT2) planted beside a separate project involving native woodland conservation can be arranged so that the fencing protects the two areas by fencing around the perimeter of the two areas. The Department will also provide training in this regard.</li>
<li>Native Tree Area Scheme Fencing grant rates per linear metre will be increased by ~ 10%.</li>
<li>The Department will review guidance in relation to existing supports for fencing and tree protection in the Native Tree Area Scheme, and in particular, clarity will be provided in relation to supports to protect the trees from deer browsing.</li>
<li>The Department will adjust the Native Tree Area Scheme approval process to allow for part approval in cases where there are archaeological issues.</li>
<li>The Department will allow a Pre-Application Discussion (PAD) for the <a href="https://www.woodlandsofireland.com/native-woodland-conservation-scheme-2023-2027/" target="_blank" rel="noopener">Native Woodland Conservation Scheme</a>.</li>
<li>The Department will carry out a behavioural analysis of the barriers to uptake of the Native Woodland Conservation Scheme.</li>
<li>The grant rates for the <a href="https://www.woodlandsofireland.com/climate-resilient-reforestation-scheme-2023-2027/" target="_blank" rel="noopener">Climate Resilient Reforestation</a> Pilot Scheme will be increased by ~ 20%</li>
<li>The Department will launch the following schemes: • Scenario 6, planting of Alluvial Woodland (planting near streams, rivers and floodplains), as part of FT1 Native Woodland Planting, as outlined in the Forestry Programme will be opened for applications.</li>
<li>The Department will review the timing and notice period of the <a href="https://www.woodlandsofireland.com/forest-technology-scheme-forest-tree-nursery-sector-2026/" target="_blank" rel="noopener">Innovative Forest Technology Scheme Module 2: Investment aid for the development of the Forest Tree Nursery Sector 2023-2027</a> to facilitate earlier award notifications to enable the sector to plan for the subsequent planting season.</li>
<li>FT2 (Forests for Water) &#8211; The Department will develop, in consultation with the EPA and IFI, a map layer on IFORISINET indicating clearly what areas are eligible for Afforestation Scheme FT2 based on objective criteria.</li>
<li>The Department will launch the following schemes: Scenario 6, planting of Alluvial Woodland (planting near streams, rivers and floodplains), as part of FT1 Native Woodland Planting, as outlined in the Forestry Programme will be opened for applications.</li>
<li>The Department will continue to engage with the National Parks and Wildlife Service on the Nature Restoration Law and the Nature Restoration Plan.</li>

<h3><strong>Native Woodland Conservation Scheme Training</strong></h3>
<p><a href="https://www.woodlandsofireland.com/native-woodland-scheme-training/" target="_blank" rel="noopener">Native Woodland Training Courses</a> are held periodically by the Forest Service of DAFM in association with Woodlands of Ireland for landowners, stakeholders (i.e. statutory agency staff, nursery owners, environmental NGOs and interested individuals) and Native Woodland Conservation Scheme (NWC) practitioners (i.e. foresters, ecologists and woodland contractors).  Training can entail 2-day courses that encompass a broad range of management, ecological and silvicultural topics specific to Native Woodland Conservation. The 2-day course is also a requirement for NWC foresters and ecologists to attend in order to receive accreditation to work on the NWC contracts. <p>This document can be updated as new information becomes available. The purpose of this discussion document is, apart from encouraging the setting up of a comprehensive stakeholder group to assist DAFM in developing a strategy, to outline the fragmented nature of the available training particularly where it applies to the management of semi-natural woodland (c. 130k ha) and ‘Other Wooded Lands’ (tree cover areas below the threshold of ‘Forest’, c.5% of land area of the island) Woodlands of Ireland (WoI) does not believe that this can be resolved without comprehensive tree cover education and training strategies that take the all island factors into account, for example trade in forestry goods and services, local woodland ecology (native provenance), responses to invasive species, pests and diseases. The blending of modules from two or more course providers in different colleges in a co-operative training network may provide routes to hybrid qualifications that both suit employers and those they seek to recruit.</p>
<p>For example, the education and training background, outlined in the suggested specification for (NPWS) Woodland Conservation Officer (Manager) recruits in part of the <a href="https://www.woodlandsofireland.com/submission-npws-review-from-woodlands-of-ireland-april-2021/" target="_blank" rel="noopener">WoI submission to the NPWS Review in 2021</a>*, may require that kind of blending.&#8221;</p>

<h3><strong>Abstract:</strong></h3>
<h4>Conclusion</h4>
<p>&#8220;Forestry Skills Training Scheme grants in 2020 and 2024***are not linked to a published comprehensive education and training strategy, which has involved a diverse range of stakeholders in its production.<br />
Appendix II: Policy Framework of the current forestry programme states: ‘<em>As part of Working Group 3 of Project Woodland a <a href="https://www.gov.ie/en/department-of-agriculture-food-and-the-marine/publications/forestry-facts-and-news/#training-needs-analysis-and-action-plan-on-forestry-licensing-and-native-woodland-conservation-scheme-applications" target="_blank" rel="noopener">Training Needs Analysis (TNA)</a> was developed. It is envisaged that under this intervention, this work will be further refined and developed, identifying and addressing training/education gaps in the industry as a whole and how best to address these gaps</em>’.</p>
<p>Ad Hoc measures such as the recent DAFM calls for proposals on forestry skills training, will be more coherent when viewed as components of an overarching agreed strategy. The <a href="https://www.gov.ie/en/department-of-agriculture-food-and-the-marine/publications/forest-strategy-consultative-committee-fscc/" target="_blank" rel="noopener">Forestry Strategic Consultative Committee (FSCC)</a> now has the opportunity to initiate a stakeholder group to coordinate the forestry education and training strategy.</p>
<p>Proactive measures to encourage people into the industry should be proportionate in fully evaluating the role of native tree cover within or outside forests and therefore should include the ability of new entrants to blend qualifications from a menu of skills across a spectrum, including agriculture, arboriculture, silviculture, horticulture, ecology, botany, engineering and timber products.</p>
<p>Woodlands of Ireland looks forward to participating with other groups and individuals in the development of a thorough forestry education and training strategy process with DAFM that leads onto an all-island tree cover education and training strategy involving corresponding stakeholders in Northern Ireland as well.</p>

<h3>Factors for Consideration:</h3>

<p><span style="font-weight: 400;">Since that time, grant-aided native woodland establishment has grown to form c.40% of afforestation activity, while the </span><a href="https://www.woodlandsofireland.com/native-woodland-conservation-scheme-2023-2027/" target="_blank" rel="noopener"><span style="font-weight: 400;">native woodland conservation scheme</span></a><span style="font-weight: 400;"> </span><span style="font-weight: 400;"><span style="font-weight: 400;">has </span><span style="font-weight: 400;">struggled</span><span style="font-weight: 400;"> to gain significant ground. Here are several factors which need to be considered in an updated strategy for 2026-2030:</span></span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Native Woodland Conservation, Climate Resilient Reforestation, Native Forest Establishment, Emergent Woodland, Woodland Improvement Thinning, Continuous Cover Forestry and Neighbourwood grants are some existing funding mechanisms in the </span><a href="https://www.gov.ie/en/department-of-agriculture-food-and-the-marine/publications/forestry-grants-and-schemes/#forestry-programme-2023-2027" target="_blank" rel="noopener"><span style="font-weight: 400;">RoI Forestry Programme 2023-2027</span></a><span style="font-weight: 400;">, which support the better management and expansion of woodlands largely composed of native species.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">The challenging </span><a href="https://environment.ec.europa.eu/topics/nature-and-biodiversity/nature-restoration-regulation_en" target="_blank" rel="noopener"><span style="font-weight: 400;">EU Nature Restoration Law</span></a><span style="font-weight: 400;"> (NRL) legally bound woodland targets in the 2026-2030 period (10,000ha of recreated Oak woodland and c.4000 ha of alluvial (wet) woodland by 2030) require planning, implementation and workforce training and development for long-term maintenance in both the public and private sectors.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Opportunities for timber production from native woodland and close to nature silviculture systems applied to them require consideration in a range of sites.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">A comprehensive tree cover education and training strategy is needed to achieve the DAFM Forestry Programme, <a href="https://environment.ec.europa.eu/topics/water/water-framework-directive_en" target="_blank" rel="noopener">EU Water Framework Directive</a> and EU NRL targets.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;"><a href="https://www.ien.ie/" target="_blank" rel="noopener">Irish Environmental Network</a> (IEN)/ <a href="https://www.nienvironmentlink.org/" target="_blank" rel="noopener">Northern Ireland Environment Link</a> (NIEL) and <a href="https://www.gov.ie/en/department-of-rural-and-community-development-and-the-gaeltacht/services/find-your-local-public-participation-network/" target="_blank" rel="noopener">Public Participation Network</a> (PPN) member groups&#8217; input is welcome and essential.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Many new organisations have emerged to populate the fertile ground of native tree cover expansion in recent years and need to be included in this consultation.</span></li>

<h3>Online Consultation Period:</h3>
<p>In order to realise the goals emerging from this renewed strategy, a coordinated partnership approach is crucial. Public entities such as the Forest Services of DAFM and DAERA, the National Parks &amp; Wildlife Service, NIEA, Inland Fisheries Ireland, the EPA, Coillte, OPW, the Loughs Agency, Local Authorities and the Heritage and Biodiversity Officer network, can actively promote native woodlands in numerous ways, in collaboration with Woodlands of Ireland and other environmental non-governmental organisations and native woodland stakeholders. The benefits will extend far beyond the native woodland resource, to also encompass water quality, wider habitat linkage, landscape enhancement, climate change mitigation, increased choice for landowners, wood and non-wood production, amenity and tourism, public health and well-being, community enrichment, and the protection of a key component of Ireland’s natural, historical and cultural heritage. The partnership approach that has underpinned numerous native woodland initiatives in recent years, and which was adopted in developing and endorsing the previous strategy for native woodland in Ireland, is a positive indicator that Ireland can achieve this wide-reaching potential from its native woodlands, as well as securing a future for this vital resource.</p>
<p><span style="font-weight: 400;">To seek input from a diverse range of stakeholders in the creation of this new strategy for native woodlands, Woodlands of Ireland conducted an <a href="https://www.woodlandsofireland.com/nws-consultation-form/" target="_blank" rel="noopener">online public consultation</a> from November 2025 into 2026 with</span><span style="font-weight: 400;"><a href="https://www.woodlandsofireland.com/webinars/" target="_blank" rel="noopener"> webinars</a> in March/April and a Spring/Summer gathering in person. Over 100 submissions have been received so far, which will help to guide the strategy document. The March webinar was the first of a series of webinars to complement the Native Woodland Strategy 2026-2030 consultation process. </span><span style="font-weight: 400;">The Native Woodland Strategy 2026-2030 endeavours to include an outline of how some of the woodland targets of the </span><a href="https://environment.ec.europa.eu/topics/nature-and-biodiversity/nature-restoration-regulation_en"><span style="font-weight: 400;">EU Nature Restoration Regulation</span></a><span style="font-weight: 400;"> may be achieved. </span></p>
<p><span style="font-weight: 400;">“The </span><a href="https://environment.ec.europa.eu/topics/nature-and-biodiversity/nature-restoration-regulation_en"><span style="font-weight: 400;">EU Nature Restoration Regulation</span></a><span style="font-weight: 400;"> is the first continent-wide, comprehensive law of its kind. It is a key element of the EU Biodiversity Strategy, which sets binding targets to restore degraded ecosystems, in particular those with the most potential to capture and store carbon and to prevent and reduce the impact of natural disasters.” &#8211; European Commission.</span></p>

<p>In 1987, the RDS organised the first Forestry Awards Ceremony, known as the Irish Forest &amp; Woodlands Awards which sought to recognise the importance of forestry in the rural and national economy. That tradition continues in celebrating farmers and woodland owners that have adopted Climate-Smart Agricultural practices on their properties in Ireland. With a prize fund of €12,000 the awards promote the economic, environmental and social benefits of good forestry and farming. From magnificent historic woodlands, to innovative commercial forests, the awards reveal inspiring examples of the benefits and diversity of forestry in Ireland.</p>

<p>The Native Woodland Conservation Award aims to recognise excellence in the conservation and management of native forests and semi-natural woodlands which are regarded as ancient or long established* (See description below) and managed in a sustainable way that is both beneficial to biodiversity and the local economy. Woodlands of Ireland proposed the idea of the native woodland conservation award and worked with the RDS to develop its introduction in 2024.</p>

<li>The shortlisted is each category will be announced in local newspapers and on the RDS social media channels.</li>

<h4 data-start="138" data-end="453">Who are the Irish Environmental Network</h4>
<p data-start="455" data-end="929">The Irish Environmental Network brings together over 30 leading environmental non-governmental organisations across the country, working collectively to advocate for biodiversity, sustainability, and climate action. By joining the IEN, Woodlands of Ireland will strengthen its voice in national policy discussions, build new partnerships with like-minded organisations, and contribute to shared initiatives that place Ireland’s environment at the heart of decision-making. Membership of the IEN also offers new opportunities to highlight the value of native woodland conservation and to ensure that these habitats are recognised as key to tackling biodiversity loss and climate change. Together with our new network partners, we look forward to advancing a greener, healthier, and more resilient Ireland for future generations.</p>
<h4>What does the Irish Environmental Network do?</h4>

<p>The Irish Environmental Network (IEN) is an umbrella group of environmental Non-Governmental Organisations (NGOs) in Ireland, formed in 2002 to collectively protect and enhance the environment. It works to place environmental issues centrally in national and international discussions, promotes sustainability, and helps member organisations secure funding and services.</p>
<p>The IEN provides a collective voice to represent its member organisations, speaking for the common good rather than self-interest, to influence policy and decision-making.</p>

										<content:encoded><![CDATA[<p>Applications are now open for the fourth tranche of the Department of Agriculture, Food and the Marine; Innovative Forest Technology Scheme: Module 2 – Investment Aid for the Development of the Forest Tree Nursery Sector. The scheme supports commercial Forest Reproductive Material (FRM) suppliers, including forest nurseries and seed collectors, to enhance the quantity, quality and diversity of native tree species. FRM suppliers can receive up to €250,000 in funding for investments in native forest tree production.</p>
<p>Minister of State for Forestry, Farm Safety and Horticulture, Michael Healy-Rae TD, announced the opening of the scheme on November 4th 2025 and said:</p>
<blockquote><p>“The funding available through this scheme will help to support the forest tree nursery sector in delivering high-quality trees, which will in turn help us to realise our ambitious planting targets under the Forestry Programme 2023-2027.”</p></blockquote>

<h4>About the Innovative Forest Technology Scheme: Module 2 &#8211; Investment Aid for the Development of the Forest Tree Nursery Sector:</h4>

<p>&#8220;This module will focus on seed supply and nursery infrastructure with the aim of improving the resilience and environmental value of forest ecosystems. It is intended to assist in the development of the native forest tree nursery sector in Ireland, including seed collection, by grant aiding capital investments in specialised equipment, as well as technology adoption specific to native forest tree production. In addition, this module will support the production of native tree reproductive material in order to address the anticipated increased demand for the native and broadleaf trees in the Forestry programme 2023 – 2027. For afforestation and reforestation targets to be realised, an indigenous supply of reproductive material and plants is required. The availability of more trees sourced from Ireland will give landowners and foresters greater certainty over supply and can also boost the green economy, while also reducing phytosanitary risk. This module will help seed and tree suppliers of all sizes, from established nurseries to smaller nurseries and new entrants looking to diversify into the sector. Any private, or third sector organisation that will use the funding to support the production of tree seed or planting stock for forestry purposes may apply. <h4>Who can apply and what is covered under the scheme:</h4>
<p>The scheme is open to seed and tree suppliers of all sizes, from smaller operations to established nurseries. It is also available to new entrants to the sector seeking to diversify their business. Any private, or third sector organisation that will use the funding to support the production of tree seed or planting stock for forestry purposes may apply.<br />
Applicants must be registered as a supplier of Forest Reproductive Material under Council Directive 1999/105/EC on the marketing of forest reproductive material &#8211; transposed into Irish law by SI No. 618/2002 &#8211; European Communities (Marketing of Forest Reproductive Material) Regulations 2002).</p>
<p>The types of projects and items eligible for funding may include the following:</p>
<ul>
<li>Seed collection equipment.</li>
<li>Seed storage infrastructure.</li>
<li>Polytunnel infrastructure / equipment.</li>
<li>Irrigation systems and infrastructure.</li>
<li>Transplanting systems.</li>
<li>Grading machines.</li>
<li>Biosecurity investments such as water treatment and refrigeration equipment.</li>

<li>Cost of native tree species seed.</li>

<p><span style="font-weight: 400;">The training will run on a part-time basis from late October 2025 to August 2026 and </span><span style="font-size: 16px; font-weight: 400;">be delivered as a mixture of ‘in forest’ and classroom tutorials plus work experience mainly at Enniscoe</span><span style="font-size: 16px; font-weight: 400;"> House woodland and at Laughtavary woodland, Co. Mayo.</span></p>
<p><span style="font-size: 16px; font-weight: 400;">The course involves:</span></p>

<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">26 training days indoors and outdoors.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">52 days of work experience outdoors in woodland.</span></li>

<p><span style="font-weight: 400;">The course is suitable for employees of public sector bodies, private woodland owners, contractor operatives and their employers or other interested individuals from diverse backgrounds. Attendance will be verified by a daily sign-in form. Candidates will be selected through an interview process. This can be conducted online through Zoom with final interviews in person.</span></p>

<h3>HSE Cloonamahon Native Woodland Park</h3>
<p>The 40-hectare HSE Cloonamahon Native Woodland Park was 100% funded by the Department of Agriculture, Food and the Marine under its <a href="https://www.gov.ie/en/department-of-agriculture-food-and-the-marine/services/creation-of-woodland-on-public-lands-scheme/" target="_blank" rel="noopener">Woodland Creation on Public Land scheme</a> as part of the <a href="https://www.gov.ie/en/department-of-agriculture-food-and-the-marine/campaigns/schemes-offered-under-the-forestry-programme-2014-2022/" target="_blank" rel="noopener">Forestry Programme 2014 &#8211; 2020</a>. This Scheme aimed to encourage Public Bodies to establish new native woodlands on suitable bare land. The circa 200 acre site owned by the HSE, borders approximately 15 acres of forest owned by Coillte and 23 acres of land owned by Western Forestry Co-operative where a model forest of many different woodland types will be developed. The HSE Cloonamahon complex is located approximately 10km from Sligo town and is easily accessible from the main Sligo to Dublin road (N4). Western Forestry Co-op developed and managed the Cloonamahon Native Woodland Park on behalf of the HSE for 4 years. The stakeholders in the project were the HSE, Coillte, Western Forestry Co-op and Sligo County Council.</p>
<p>Former CEO of Western Forestry Co-operative Marina Conway had this to say in 2022:</p>
<blockquote><p>“As well as the new native woodland, approximately 55 acres of old native woodland will be enhanced through the Departments Native Woodland Conservation and NeighbourWood Schemes as a public amenity, which will incorporate accessible walking tracks, signage, seating and picnic areas, providing an inclusive space in nature for both locals and visitors to the Sligo area”.</p>

<h3>Woodland Types</h3>
<p>Three distinct Native Woodland types can also be viewed on site including pioneer Birch woodland on the podzol soils, Alder-Ash-Oak woodland one the wetter more gleyed soils and Oak-Ash-Hazel Woodland on the drier mineral soils. 4km of recreational paths are installed throughout the park along with picnic areas, outdoor seating and information signs with maps, habitat signs, a tree trail and an outdoor forest playground.</p>

<p>The workshops are being held in Cloonamahon Native Woodland park which has an extensive trail network. The workshops will involve walking several kilometres along these trails throughout the park. Please bring suitable footwear and clothing for the weather that is forecasted.</p>

										<content:encoded><![CDATA[<p>The Climate Resilient Reforestation Scheme (CRR) is designed to enhance the climate resilience of forests in Ireland by encouraging forest owners to adopt diverse and sustainable management practices during reforestation. It provides financial support for three distinct reforestation approaches: Continuous Cover Forestry, Native Forests, and Biodiversity and Water protection.  The Minister of State for Land Use and Biodiversity at the Department of Agriculture, Food and the Marine, Senator Pippa Hackett,  launched the scheme on July 24th 2024. The scheme is open for applications under the <a href="https://www.woodlandsofireland.com/forestry-programme-2023-2027-native-woodland-elements/" target="_blank" rel="noopener">Forestry Programme 2023-2027</a>. This Scheme provides a range of options to support forest owners considering a move to close-to-nature forest management at the reforestation stage. These options are arranged under three elements, which you can see in the extract below and where you can also download the full guideline document.</p>

<h3><strong>Extract</strong></h3>

<p>&#8220;The overall objective of this Scheme is to increase the climate resilience of the national forest estate by <span style="font-size: 16px; font-style: normal; font-weight: 400;">expanding the proportion of forest land managed </span><span style="font-size: 16px;">under permanent forest cover using close to nature silviculture. This aligns with one of the three objectives under the Forest Strategy, which looks for the ‘rapid and sustainable expansion of climate resilient and biodiverse forests that support a healthy and high-quality environment’. This Scheme provides a range of options to support forest owners considering a move to close to nature forest management at reforestation stage. These options are arranged under three elements, as described below. An individual application under this Scheme can apply under one, two or all three elements (as long as no physical overlap exists and one element is selected per plot).</span></p>
<p><strong>Element 1: Reforestation for Continuous Cover Forestry (CCF):</strong></p>
<p>Encourages the design and layout of the replacement forest in a manner that facilitates the future realisation of quality wood products using established CCF principles and practices.</p>
<p><strong>Element 2: Reforestation for Native Forests:</strong></p>
<p>Encourages the replacement, at reforestation stage, of existing conifer stands with the most appropriate native forest type or types for the site, using the Native Forest Framework (contained in the <a href="https://www.gov.ie/en/department-of-agriculture-food-and-the-marine/publications/forestry-standards-manual/" target="_blank" rel="noopener">Forestry Standards Manual</a> &#8211; Appendix 2 on page 144)  and the various scenarios described therein. (Note, such projects were previously funded under the last Forestry Programme, under the <a href="https://www.woodlandsofireland.com/native-woodland-conservation-scheme-2023-2027/" target="_blank" rel="noopener">Native Woodland Conservation Scheme.</a>) The resulting native forest is permanent in nature and may be managed for quality wood products using established CCF principles and practices, where compatible with the ongoing development of the native woodland and its associated ecosystem.</p>
<p><strong>Element 3: Reforestation for Biodiversity and Water:</strong></p>
<p>Encourages the creation of undisturbed areas for biodiversity and water protection, typically in areas adjoining the water setback required at reforestation stage. Associated measures including drain-blocking, slow-water damming and the planting of native broadleaves, either widely spaced or as groups. This element aims to create a permanent semi-natural zone that will provide further protection to water and enhance biodiversity throughout the second rotation and beyond. (Note, Element 3 reflects the Biodiversity &amp; Water (‘Bio’) Reforestation Objective set out in DAFM’s <a href="https://assets.gov.ie/static/documents/felling-reforestation-policy.pdf" target="_blank" rel="noopener">Felling &amp; Reforestation Policy</a>.)&#8221;</p>

<h3><strong>Native Woodland Conservation Scheme Training</strong></h3>
<p><a href="https://www.woodlandsofireland.com/native-woodland-scheme-training/" target="_blank" rel="noopener">Native Woodland Training Courses</a> are held periodically by the Forest Service of DAFM in association with Woodlands of Ireland for landowners, stakeholders (i.e. statutory agency staff, nursery owners, environmental NGOs and interested individuals) and Native Woodland Conservation Scheme (NWC) practitioners (i.e. foresters, ecologists and woodland contractors).  Training can entail 2-day courses that encompass a broad range of management, ecological and silvicultural topics specific to Native Woodland Conservation. The 2-day course is also a requirement for NWC foresters and ecologists to attend in order to receive accreditation to work on the NWC contracts.
